El pasado miércoles 11 de septiembre, el Concejo Cantonal del GAD Municipal de Salcedo, resolvió entregar en comodato durante 40 años las instalaciones del Bien Fiscal Municipal, conocido como el ex Mercado de La Tebaida para que la Universidad Técnica de Cotopaxi (UTC) traslade la Facultad de Ciencias Sociales Artes y Educación (CSAyE) con toda su oferta académica vigente y la que se proyecte aperturar.
Mediante la acertada dirección de las autoridades universitarias y amparados en el marco jurídico vigente en el Ecuador, que confiere a las IES la capacidad de crear sedes o extensiones con la finalidad de desconcentrar la oferta académica y la gestión administrativa o financiera; se realizó el proyecto solicitado por el GAD Municipal del cantón Salcedo, para la creación del Campus UTC en el mencionado Cantón.
La aprobación unánime del proyecto permitirá iniciar las gestiones pertinentes ante el Consejo Universitario y su posterior notificación y registro por parte del Consejo de Educación Superior; estas actividades se realizarán tan prontose oficialice la entrega del comodato del mencionado bien municipal.
El proyecto contempla que el nuevo campus albergará de manera paulatina a los estudiantes de las 6 carreras (Animación Digital, Comunicación, Trabajo Social, Diseño Gráfico, Psicología Social y la creación de la carrera de Derecho) que forman parte de la Facultad de CSAyE, respetando los derechos adquiridos por los estudiantes en el proceso de admisión de la oferta académica vigente.
Además de 3 programas de posgrado (Diseño de Medios Interactivos, Comunicación, y Trabajo Social).
La Dra. Idalia Pacheco, rectora de la UTC señaló que esta oferta académica impulsará la economía naranja y los servicios sociales del cantón y el centro del País, a más de dinamizar los emprendimientos del sector gracias al flujo de estudiantes, docentes, personal administrativo y aliados estratégicos que frecuenten los predios universitarios para realizar actividades de cooperación interinstitucional.
El edificio asignado al Campus UTC Salcedo, cuenta con espacios funcionales que deben ser intervenidos para acondicionarlos a las necesidades de una institución de educación superior, de tal manera que cuente con aulas, laboratorios, espacios de bienestar, bibliotecas, auditorios, salas de reuniones, bar-cafetería, canchas deportivas, oficinas administrativas y espacios docentes; en tal sentido, la institución invertirá, en tres etapas, alrededor de 3 millones de dólares en la adecuación del ex mercado de La Tebaida.
La inversión inicial proyectada es de aproximadamente USD 700 mil dólares que servirán para la remodelación de la planta baja, parqueaderos y áreas deportivas.
Por su parte, el alcalde Juan Paul Pacheco, confirmó la construcción de obras complementarias como contraparte y anunció que mejorará la infraestructura y servicios del sector: “es un tema inmediato, pero hay que hacerlo; hay que mejorar la infraestructura, tendremos que mejorar el alcantarillado, el adoquinado.
Inclusive veíamos hace unos 8 días en el mapa, la necesidad de ampliar una calle que va junto al edificio municipal de La Tebaida, vamos a crear el ‘Parque de La Luz’ con tendencia universitaria y ajustar las líneas de servicio de transporte público”.
La Dra. Idalia pacheco, Rectora de la institución, expresó su satisfacción al poderintegrar al cantón Salcedo a la propuesta académica, de investigación y vinculaciónde la UTC, además comprometió su accionar para que, en un futuro, se pueda contarcon una Extensión Universitaria con todo lo que ello implica.
